He definitely oversold it, but it was a penalty. The defender stepped on his foot, and eventually the ref is going to call at least one of them.

I've seen that first half incident in replay dozens of times (Dutch TV), in close up from different angles. From a distance it doesn't look like much, but in close up it's very clear. Robben wasn't just hit by one player but by two, both severely enough to warrant a penalty. I agree that the reason for the actual penalty was questionable though, but all in all the Dutch team did deserve a penalty and thus deservedly won.
